If I understand you correctly, you wanted to have people put a regex for
every library that has a potential to break downstream binaries.

I only propose to use this for very tough updates of libraries like OpenSSL.
Similarly to SOLO, which we use only in very rare circumstances.

I don't propose that we try to solve every breakage with it. Cleanse is doing a
very good job of this already.
