I tried the links that Lawrence London included in his message, and they were
meaningless to me--am I missing something or do I have to join that list to
make use of them?

That is a typical Wiki. See this page:
http://www.ibiblio.org/ecolandtech/agwiki/index.php/OnlineExchange
You have the ability to create and edit pages while online. No email is involved. The little "Actions" menu at the bottom of the left sidebar allow you to click on the "Edit" option. You can then edit and change the very page you were looking at.
You'll need to learn a few simple rules for editing pages, i.e. text
formatting rules. This info is in the Help Pages
which you can click on. Better maybe to start out with the Wiki Blog (weblog)
and try posting messages in this. See again:
http://www.ibiblio.org/ecolandtech/agwiki/index.php/OnlineExchange
and look at the title "Comments on Online Exchange"
then skip down to" "Add New Comment" and look at the form over to the right.
Simply type in some info describing the subject of your
comments in the "Summary" box then continue down to the "Comment" box below and enter your info on the plant material you are offering for exchange; then click on the "Submit" button to post your comments. After this is done you and others visiting the exchange page can
read your entry, followup with their comments or start a new subject. Old and out of
date entries in this "exchange" can be deleted easily.

If subscribers want more ideas and help with developing and using an exchange in the Wiki I've set up posted to this list I'll gladly do so or if not I'll be available in normal email.
