Pennsylvania does not allow motorized off road vehicles on any land without
permission of the land owners except for emergency services owned units when
the roads are impassable due to snow. There is a bill pending that will
allow the civil authorities to register civilian snow mobiles and ATV's for
emergency service and to permit ATV's to use bridges and cross public
highways from field to field as farm machinery does today. ATVs/snowmobiles
must be registered with the PA DCNR, display a registration plate and the
operator carry a photo-id, proof of liability insurance, and proof of
ownership. If on non-ATV trail must also prove permission to ride there.
Failure to comply costs $300 and impoundment of ATV, plus other violations.

Bicycles are limited to marked bike paths in public parks and generally
prohibited from public game lands.

Riding horses are considered pedestrians by the Vehicle Code and therefore
allowed wherever a pedestrian is. Additionally, PA DCNR regulations allow
horses anywhere a motorized vehicle is permitted, thus many bicycle paths
and access roads in public parks and forests are open to horses.
Some parks require a trail permit but these permits are generally free and
are required so that trail restrictions can be enforced, eg: Fairmount Park
in Philadelphia furnishes a trail map and restriction list (joggers, bikes,
horses) with every permit to avoid the "I didn't know what the sign meant"
defense.

The PA Recreational Land Use Liability Exemption does not apply to motorized
vehicles.
