We have had good luck with using just feed oats or cheap annual grass,( both may contain weed seeds) the oats are nice in that they can reseed themselves nicely in the path by just knocking them down the row before shattering stage. they do not grow too high but grow fast in early spring and help keep the wind down across the row. The oats also put down a tremendous amount or roots deep. The dutch clover can spread into the bed by stolons which can good or bad depending  on the size of the crop plant competition wise. all three can be mowed easily  but the oats may be killed by later mowing. the grass will also self seed if left to mature but the seed ripens unevenly and scatters easily in the wind.
