As Jim Ray's example points out.. some businesses will voluntarily
choose to allow black people, for whatever reason (maybe the owners
aren't racist, maybe they just think it's better for business,
whatever).

The bottom line is, if you like black people, and Business Foo doesn't
allow black people, you don't have to shop / dine / drink / whatever
at Business Foo. Vote with your wallet and go to the competition that
allows black people.

And if there is no competition? Well sorry, but you're not *entitled*
to have an integrated bar, or non-racist restaurant or whatever
available. Sorry, but that's the way it is. You want one, lobby an
existing business to change over, or start your own, whatever.
