I haven't read the rules, but the debate commission did specifically
state that there were no electronic devices on the person of the
President or Senator Kerry.

To play devil's advocate to the whole thing question.
1.  He might have been wearing an earpiece for national security reasons
2.  debate rules didn't forbid it.

And there is plenty of evidence he has worn earpieces in the past at
      
press
