Almost-decade-old fictional precursor that I thought of the moment I
heard the allegation last week:

Stephen Bury's novel _Interface_ printed in the spring of 1995: A chip
wired into a US Presidential candidate's brain after a stroke gives him a
link to a constant-updated polling system of the American populace, so
that he senses the changing mood of the polled populace. Tag line for the
book was something like "He's not a politician, he's a special effect".

(Stephen Bury is a pen name of Neal Stephenson, of Snow Crash/the Baroque
Cycle fame).
