How low end are you talking? I mean, how much you looking to spend, and what's your level of knowledge?

If you've got edu standing, DW is damn cheap (round 100 bucks at most student stores)...

There will be no dynamic content from a server perspective. But I'd appreciate a tool that can do things like keep track of a bunch of movie reviews that I have written and generate static navigation tools to index them, etc.

I used to use Front Page but I recently got rid of it because a) I didn't quite have a valid license for it :-) b) I thought it sucked and c) I'm striving to be an MS-Free zone.
