I use Quanta for my website and our intranet development. I like Quanta a
lot. I like in-line help, command-completion, customizable toolbars... It's
no Dreamweaver, true. But I like Quanta.

Quanta is available by default with most Linux distributions.

For php, I'm using quanta / anjuta (both are Linux apps)

And I've heard good things on pdpeclipse: PHP plugin for Eclipse. Eclipse is
a
Java app, that runs everywhere(TM). Haven't tried it, yet.
