Dave, Let's look at this in a different light and give Paul something
for the meeting. Think outside the box for things that the school system
can offer on-line.
What is the most highly valued asset that could be generated by the
WCPSS? Transfers to desirable schools! The WCPSS should auction off the
ability to assign children on the basis of how much someone is willing
to pay for those assignments.
It is a win-win situation that the MBA suits will love. The system
arbitrarily assigns the munchkins to all sorts of unfortunate
situations, perhaps by lottery or randomly. (Heh, assign them 45 minutes
by bus to a school completely outside of their area.)
Then, have an auction for the transfer certificates so that rich people
can go to the school of their choice and the other detritus goes to the
non functioning schools. Wait a minute, this is sort of what is
happening now...
