Are you referring to The Price of Loyalty: George W. Bush, the White House,
and the Education of Paul O'Neill, by Ron Suskind? In the book, Paul O'Neill,
who was Bush's first Secretary of the Treasury, is quoted as saying that the
war in Iraq was planned from the first days of the Bush administration.
