It can mean low fertility, low nitrogen, but on the other hand it can mean
nothing.....

.... except if it is sending up seed stalks. Then it means the plants are
stressed and they are throwing in the towel early, going for broke as it
were.
I'm just a bit south of you and my green garlic patches already have 1 1/2"
bulbs on them (which for green garlic I DON"T want) so I'm leaving most of
them
alone for bulbs in the fall and planting more for green garlic.

Here, as I say, insignificantly south of you, I rarely have scapes before
August. When (and if) I do, I cut them off the length of a quart mason jar,
fill
the jar neatly with them, and pickle them. Great winter snack.

If your garlic bids fair to tank, consider doing this: plant some more, and
in a few weeks some more and then some more after that. When it is up as
tall
is it is likely to get, or even half so tall, pull it, chop it up stalk
leaves and all and dehydrate it. It won't sub for roasted garlic in the
winter,
but it will sub for almost all other uses of garlic.
