And could you add in no caucases. My sister, who lives in Vegas, said the caucases are a joke! Anybody, regardless of age or legal status, waltzed into the casinos and had a party and their "vote" was counted.

Lynda, who is still trying to convince her middle little sister to renounce party affliation (Repub) and encouraging her to become an independant <g>

Don't think you could do that with an amendment, but
it could be done with election law. The model used in
some municipal elections could be adapted to national
& state elections.
Elections could be nonpartisan. Anyone who quailifies
for a ballot would be in the primary. A clear winner
would be elected to office, but most of the time the
top vote getters in primary would then be on the
ballot for the general election.
Political parties would not be mentioned on the ballot
nor have any formal place in the election process.
The parties could choose to support whatever
candidates they choose to but have no control in the
election, And the legislative process would not be
controlled by the parties.
