What is your obsession with green? You don't need green grass 12 months of the year to have viable pasture land that is perfectly capable of raising lifestock!
The rolling hills up and down the coast of California raise thousands of head of sheep and cattle every year and they are NOT green. The cattle and sheep are NOT fed grain or ground up downers disguised as feed pellets. They are grass fed and go straight to the slaughter yards or to the home freezer. They don't go to feed lots.
IF they seed the pastures, it is a combo of perenial rye, wild oat and orchard grass. That would be a DRY pasture seed combo. Grows green with spring rains and continues to grow WITHOUT rain up to haying time in August. You can run livestock on it in the early spring, pull them off, grow out the hay, cut it and even without rain you'll get a second growth off it and you run your livestock on it in September/October. OR, you just plain use it as a basis for rotation pastures. Throw in some burr clover and you've got "hot" feed to put some "finish" on them just before slaughter.
Hell's bells, the kids have shown champion sheep and steers at the fairs straight off those pastures!
You need to learn a little more about how to maintain a pasture and forget your obsession with "it's gotta be green and it's gotta have rain every single month." Just ain't so!

and for miles to the north and south, there's no mountain capable of
delivering snowmelt to the coastal plain. It's very interesting that

Folks don't need to be from here to figure out that even if the land in
general is crossed by streams, if they're not right on your land, they
ususally don't do much good, especially since they don't give away water
rights to just anyone now. If your land is next to the stream but
convex and uphill from it, it's totally possible that it's bone dry,
what with less than an inch of water per month everywhere in the west at
the height of summer.
You win. The west is no different from the east; the picture of
Livermore was taken with a filter; every hillside sports a beautiful
covering of green grass just like Kentucky.
