It's quite like you to seize on some ridiculous red herring like what the definition of coast range is. The only point is that in this county and for miles to the north and south, there's no mountain capable of delivering snowmelt to the coastal plain. It's very interesting that along the border there are some really tall mountains that capture a lot of water. What fraction of the west is that?

Folks don't need to be from here to figure out that even if the land in general is crossed by streams, if they're not right on your land, they ususally don't do much good, especially since they don't give away water rights to just anyone now. If your land is next to the stream but convex and uphill from it, it's totally possible that it's bone dry, what with less than an inch of water per month everywhere in the west at the height of summer.

You win. The west is no different from the east; the picture of Livermore was taken with a filter; every hillside sports a beautiful covering of green grass just like Kentucky.
