In Finland the comparable organization wants a compulsory license fee for dispatching satellite TV within an apartment building, even though the broadcast is available free and unencrypted off the air. They say that TV programs contain music and dispatching foreign channels within an apartment building is rebroadcasting the music. For radio play, they also collect fees for foreign music.

I think this is a conspiracy to protect local culture. Otherwise broadcasting foreign content would be cheaper than broadcasting local content.
