splayer is a small 2.5MB Windows freeware player of many music formats.
(Sounds similar to smplayer, which is a free Windows player based on mplayer that plays streaming audio, and DVDs, etc.).
Their site has a link to radio stations which is excellent.

Choose a genre from their list. 48 (!) classical stations of which most that I checked work for me - asx, pls, m3u. Taiwan, South Korea, Germany, France, Switzerland, US college stations...

All 96K or 128K so far. A search on streaming radio low-bandwidth got me someone's opinion that anything less than 128K is grainy but some people can tolerate 96K.
