He is also compiling a half-size current uclibc.

Which kernel includes is he using for the compile?
In order to work reliably with a 2.2 kernel, uclibc
needs to be compiled with 2.2 kernel includes.

Will executables compiled with uclibc which was compiled with kernel 2.4 includes still work with kernel 2.2? I sort of recall some problems using my latest busybox with 2.2.16. The BL3 one works with 2.2 and 2.4.

It would not be difficult to boot with 2.4.31 before chrooting to uclibc.
Anyone with too little RAM for the larger kernel probably would not be compiling with uclibc anyway.
