Like a list of what CLI commands I can use and what they do.

The executable files are in a few directories:

/bin /usr/bin /sbin /usr/sbin /usr/local/bin /usr/X11R6/bin

Type the name of the program followed by --help for a short summary, or man plus the name of the program, or get out a library book on running linux, or read one of the links to learning linux at the BL site.
Or search on the name of the program online.

Doesn't the /etc/issue start page suggest some of this?

I loaded BL to find out how it works, not just to get another email
client.
