On Sunday the 20th I finally got DSL working with Windows 98SE.
Yesterday I got a Linksys WRT54GL broadband router, and eventually was able,
under Windows, to reach the Internet through that and the DSL "modem".
(This computer is connected to the router with an Ethernet cable; the extinct
Dell Latitude LM laptop is connected via a Wavebuddy wireless LAN card.)

After re-finding your advice to Ron Clarke, I changed /etc/rc in my hard-
drive installation of BL 3.40; relevant parts are below.
It connects to the Internet just fine!]
