I use two Win3.1 programs to write MIDIs. Both graphic, require use of a
mouse.
MIDI Studio and Music Sculptor - both are available as shareware, from
HitSquad (Win3: MIDI).

I am still using them - still sequencing MIDIs. :)

I do not play any kind of keyboard well enough, so that option is not open
to me.
