I think that Armstrong, Busby, Carr, "A Reader's Hebrew-English Lexicon of
the OT" (Zondervan) already does what you are proposing, although they
list words 50x or less. They also include a glossary of words over 50x.

But perhaps I don't understand your proposal. :-)

There was already a Reader’s Greek-English Lexicon of the NT as well. What
Goodrich and Lukasewski did for glossing the NT in one volume, I am
proposing to do for the OT in one volume. There will be a number of
significant differences between their project and mine, but the basic idea
is the same.
