Improving MSAR Part 1

Does MSAR need to be improved?

Below see headlines of a lost 12 year old boy.

 The Search for Garrett Bardsley
Three weeks after his disappearance, sheriff's deputies searching for Garrett Bardsley say there's no reason to think he's anywhere but lost, and deceased in the high Uintas. Searchers will return to the area this weekend.
(Sep 10, 2004)
For those unfamiliar with this case, Garrett is a boy scout who became lost after leaving his father who was fishing and walking a short way back to their camp in the wilderness. There was a major search effort that took place the same day as well as weeks following. Both MSAR and two different K9 SAR teams were involved.
To date I do not believe Garrett has been found.
(Although I am sure all SAR personnel involved did the best they could with the current traditional training available to them.)

When you are reading current head lines like the above, the only correct answer  to the question does  MSAR needs to be
improved, is YES!
