There's no 'test maintainer' anymore, all developers directly change
spells in test.

The history of spells in devel would be strange, i agree with that. But
it wouldn't really hurt, since the "real history" would be the one of
the spell in test.

Download time is just a minor side effect of this. The main advantage
would be that it makes it much easier to see what spells are being
worked on. It would also lessen the workload of the gurus, since
currently for every spell i update i have to update it and then
integrate it into test. With the proposed change i'd just update it in
test, and only use devel for spells that are work in progress.
