Nice idea, but it's going to make things very difficult to manage...
What happens when the devel version is integrated into test? Are you
proposing
to delete it from devel? If so you're about to cause a lot of hassle for the
test/stable maintainers.
You'll end turning the history of each file in devel into a series of
add/edit/delete cycles which will be meaningless and more importantly would
also require more careful handling by the test/stable maintainers when the
integrate the changes over.
- From a philosophical point of view, making such a nonsense of the code
history
just to save a bit of time is the tail wagging the dog. If you want to save
download time, then a more correct way to do it is to use rsync or similar,
it's really not a justification for trashing the repository.
i.e. the rsync server uses "p4 sync" to populate an entire tree and then you
just use rsync to grab the changed files.
