I've addressed your argument even before you stated it, so please read my message again. I admire your energy and ability, but I don't like the idea of killing devel grimoire and that's what you're doing. I'm against this.
The bigger issue is that SourceMage doesn't have the culture of approving one other's revisions, and integration from devel to test is likely not to receive any testing, so I'm trying to say that: a) devel grimoire is convenient; b) if we don't have anything else, let's keep at least devel grimoire as a safeguard against broken spells. Having people integrate things into test upon alpha testing is OK, pushing people to do their alpha testing in test grimoire is not so good. I don't want to open this argument, I was tired before I even read all of the existing thoughts on this, so let's just say that I vote contra.

Thats actually the idea IMO. you submit whatever you want to devel while it is getting worked on. Once it is ready it moves into test and the devel copy can be deleted.The whole reason for keeping "devel" but not tarballing and publishing it was so "we" developers had some room to do our work without fear of disrupting users.
People should know their own limitations and choose their grimoire accordingly. Wannabe developers can use "devel" , normal users get "test" and users with no skills or no time (being polite) can use stable.
Any user who chooses to use any spell from the "devel" repository does so at their own risk and if it isn't working they can fix it themselves or contact the spell author with their input. Blindly filing bugs for spells in the "devel" repository with no useful input indicates that the user should NOT have bothered getting the "devel" grimoire because they aren't equipped to help in the development of those spells.
