I think one of us is missing the other's point (could be both of us, lets
discuss and find out ;)).

Removing exact replica's of what's in test from devel will give us a few
things:

1) No more updating devel (after testing the update, /always/ test!) and then
integrating to test, when test is all we really wanted to update

2) Developers will not need to download so much when the do 'p4 sync' (only
what actually changed in devel, not what we had to change in devel to pull
into test)

3) You can add the devel repository to the top of /etc/sorcery/local/grimoire
so that it overrides what's in the other grimoires, making it act the same as
it does now (if you have devel first, anyways).

I'm not quite sure what your objection is about, other than you seem to want
to keep a large devel repository so that you do not have to add the test
grimoire to obtain all the spells. You can submit any changes you want to
devel (that's the reason we made it a 'playground for developers, dragons and
all ;)') from wherever you are and retrieve it wherever you go. Once you
have
it working (with some possible input from other interested gurus), you can
pull it into test. You can now ask gurus to try it out and comment without
posting tarballs (if it's in devel, which we can do now anyways).
