What makes a difference is:

1) you're using texlive's installer, rather than casting (this affects
whether bin/latex is installed at all for you, since for you it didn't
work via cast apparently)

2) you're doing the install using different versions of texlive than
what we have in the grimoire, and the different versions do things
differently with bin/latex

If you can, would you mind trying to install using texlive's installer
for the same version as what we have in the grimoire? Then verify that
texlive's installer properly installed bin/latex, while casting does
not. If you can do that, maybe information from you, Robin, and Ismael
can help narrow down why that file isn't being installed from the spell
for you, but it is being installed for me, Thomas, and as far as I know
everyone else who has installed the spell.

Once we verify that the spell installs the files correctly for everyone
we can maybe start to work on updating it to the newer version.
