I just verified that your changes to the wrappers fixes the problem in
("old" bugzilla) bug #15918. Please feel free to commit your changes. We
should probably come up with a good solution to the fmtutil issue. Of
course, we should probably come up with a better solution in general to
the monstrosity that is texlive, but that would take an awful lot of
hard work. I really wish the CTAN community were more sane about
development.
