The fhs isn't about what the user/admin does with his system, so you
would be free to use /home/www for your apache instead of /srv/www. The
basic idea of /srv is that you can sit down on any distro, install
apache and know where its default document root is. Not that installing
a webserver on a distro you don't know is a good idea security wise :P

For strict fhs compliance, /mnt/cdrom wasn't allowed in the previous
versions. There just wasn't any specification of where
cdroms/floppies/... should be mounted.
My vote for that part would be (in order of preference):
- /mnt/cdrom
- The FHS should not specify and allow it wherever the distribution
wishes
