Hi Amy,
that blue on the garlic will do you no harm at all and like the purple that naturally occurs in garlic bulbs it is simply another mineral in the soil making the colour change or bacteria in the soil.
Kind of a beautiful blue if it is the same as the garlic that we grew in the Wood River Valley in Idaho. Not sure about your other questions except you probably want something waterproof on the roof.
