Yep, that's an old Usenet term. I came to the Internet from Fidonet, running
a BBS.
There was only email, Usenet and FTP, later Gopher, then http.
RSN is used when there is a need to avoid being labelled a procrastinator.
Instead of saying
"don't worry, I'll get it done first of next week" you simply say, "I'll get it
done RSN".
Real Soon Now wafts an air of professionalism over an audience.

PCCU is a non-profit with one of us on the board there is a
possibility that a conflict of interest would disadvantage us.

None of us are on the board of the PCU. I was referring to a simple trust, the sort of thing you set up at a bank with the aid of a lawyer, to manage an estate, take in funds and disperse them as needed; the bank charges a fee to administer a trust.

I'm somewhat of a natural paranoid so not having any personal
relationship with the above individuals makes it hard for me to
expect philanthropy. I'm probably wrong, but I can't know that now.

That's fine with me, PI may not want to do that anyway. Scott has a lot of
credibility though.
I'd suggest setting up a non profit and a trust account (hopefully at the PCU) to own the domain(s) and manage any money the project acquires. A non profit (501C3) may be a lot of work and will have to pay taxes until it gets Federal tax-exempt NP status
so creating a trust may be a quick and dirty way to establish project
ownership of the domain(s). Since time is of the essence I
propose that you register permaculture.info and move it to project ownership when such a legal entity is established and administered by an impartial organization, like a trust at a bank or the PCU. I certainly trust to own the domain and would rather it be someone within our group.

My concern with an individual from the project owning the name is that
if there is a decisive split because of difference of opinion, the
owner of the domain will pretty much retain authoritative sway in the
public opinion.

Some kind of incorporation (such as nonprofit) would
be the ideal way to own the name... but that means we are all in the
same boat till it sinks ;-)

That would be the best thing for us to do. tax exempt 501c3 non profit

To follow this route, I think I would
trust Stephanie to own the name and then transfer it to said formed
entity in the future.

I guess ibiblio is actually the UNC anyway.

While they are part of the university and in a cooperative arrangement with the UNC School of Journalism and Mass Communication and the School of Library Science, they are a semi-autonomous non profit entity and are located on the UNC campus. They use the UNC broadband, their computer room to house their racks of equipment, their backup services and a suite of offices for management and terminals for the staff.
