To the OP:

Employer Identification Number, EIN. File for the EIN first,
before filing IRS form 1023 or 1024 as a non-profit. 1023 if
your goal is 501(c)(3). 1024 if your goal is 501(c)(4); if
you go that route, first identify some existing 501(c)(4)'s in
Georgia that have IRS standing as charitable nonprofits, and
ask their officers if they wish they had filed as 501(c)(3)'s.
You can find such organizations most easily via guidestar.com.

>From http://www.ibiblio.org/msar/units/, in Georgia at one
time in the past few years these MSAR units were on the web:

* Bibb County and surrounding region Middle Georgia Mounted
Search and Rescue Team
* DeKalb County Sheriff's Mounted Posse
* Oconee County Mounted Search and Rescue
* Pickens County North Georgia Mounted Patrol (see also the
unit's discussion group and another directory listing)

Although there has not been much discussion here lately re how
to start a new MSAR unit, that has been a frequent topic of
discussion. See our (MSAR-Riders) web archive (which you can
search using Google or any other whole-web search engine):

Hope this helps,
