And it's also more than likely one of the reasons why some units aren't as well prepared as they should be. If you are only getting one call-out a year it's difficult to convince members to train religiously and consistently.

You may be fine with that but many SAR responders are not. Lack
of sufficient callouts is easily the most common (de)motivator
mentioned by people here who are trying to start new units or to
keep small units going.
