Don't put the cart in front of the horse. First, does the area you will be
serving need the service? Will there be around 12 real missions a year? Is
the terrain conducive to mounted search as opposed to ground pounders or
mountain rescue? Will the authorities sanction such an organization?

Assuming there is a need you next step is to investigate how to legally
organize the organization. Since search is an emergency you will need
status equal to a volunteer fire or ambulance organization for political
purposes. Check Georgia's laws in this respect. Filing for a non-profit
corporation is usually straightforward but you will need paperwork. You will
also need a Taxpayer Identification Number from the IRS for the organization
if you want to open a bank account. You may have to file for tax exempt
status to qualify for emergency unit status or to solicit funds in your
state. This varies in each state so you have to check Georgia's rules.
You may have to obtain public liability and or workman's compensation, again
depending on state law.

Once you are organized you can set up standard operating guidelines and
training programs. The Red Cross can teach first aid and first responder.
You will have to find out who is accredited to teach search management,
NIMS, tracking and similar skills courses. NASAR certification may or may
not mean anything in your jurisdiction.

After training you demonstrate your skills to the first responders in your
coverage area and convince them that not only do you know what you are doing
but they need you to assist them in searches. You will need infrastructure
(communications, dispatch, supplies, etc.) and authorization to respond.
