An additional clarification for NIMS compliance is regarding personnel meeting national standards. There is a current requirement for EMAC / any interstate Mutual Aid response for the responders to meet national standards for that type of response. (For those not familiar with EMAC, see http://www.emacweb.org/ )

For ground SAR interstate response, that would mean meeting ASTM F2209 requirements. (www.astm.org ) An example of training and testing meeting ASTM F2209 requirements is NASAR SARTECH II, or any equivalent program.

The ASTM national / international standards for Mounted SAR are in progress, but it appears very likely that ASTM F2209 will be included as a prerequisite for MSAR to meet USA national standards.
