It means no FEMA assistance program funding for non-compliant
activities. However, compliance by a state government does
not require or imply compliance by any and all entities based
within the state's boundaries.

Complying with the NIMS roll-out program is necessary to get
new federal funding in support of NIMS. However, complying is
not sufficient. It is not sufficient because there are other
conditions: the funding must first be applied for (and it is
a competition, not an entitlement program), and, once received,
the funding must be accounted for. These added conditions may
be far beyond the means of many volunteer SAR units.

I think it does a disservice to the volunteer SAR community,
to overstate requirements re NIMS compliance.

Again, folks, it all depends on your own AHJ.
