It means no FEMA assistance program funding for non-compliant
activities. However, compliance by a state government does
not require or imply compliance by any and all entities based
within the state's boundaries.

Federal funding commonly goes to the state for distribution within that state, but there are also grants available where locals can apply directly. If a county - or elements within that county - fails to comply, that county can be denied the federal funding by / through the state and not be eligible for direct grants. If ongoing that county fails to comply, the feds can choose to reduce or deny funding to the state.

NIMS compliance is supposed to be documented in order to confirm ongoing eligibility for funding. Local authorities would normally impose local requirements to be NIMS compliant. Going online for self-study and testing commonly has no associated cost for SAR volunteers other than an investment of personal time.
