That sounds very reasonable.

I have heard many re-sellers make the same argument.

My experience is, when that is allowed, the re-sellers are able to out
sell the farmer and the farmer suffers. At least with reduced sales,
at worst, finding the market unprofitable to attend. My experience is,
the re-seller can not be depended upon to limit himself to re-selling
his neighbor's products and that policing is impossible when a seller is
allowed to have multiple sources.
