The problem I can see with this is enforcement. At our market, most of the
peddlers buy most of what they are selling at a wholesale market 60 miles
away (and in another state). That means they are selling items which are not
in season, are not local, and are not fresh. That directly and unfairly
competes with farmers who are growing and selling locally grown produce. If
you allow any, some will cheat. That makes someone responsible for
policing. It has to be someone with thick skin, 'cause some folks will
cheat and will lie both to the customer and to the manager. A vendor who is
supplementing his/her produce with other LOCALLY GROWN produce could
probably be tolerated. A vendor who sells tomatoes, melons, peppers,squash
(you get the picture) when a zone 6 market opens the first of May make
everybody who is honest mad, and drives out the farmers. So, solid rules,
solid understanding of the rules, and a manager who has a thick skin are
necessary for this to work.
