Our market is very small, and has oh, 10 vendors. We have the local rule -
but I sell, in addition to my own, honey sold by another local honey
producer. His address is on the honey jar, and they pay the vendor fee each
week as if they had their own stand. We do such things because we figure it
benefits the market - both the vendors and the customers - more variety,
more customers, still local, etc.etc. etc.

But this is a very small county, and it is pretty easy to check up on
things if we want to. Which I think is necessary.
