It's a pretty good example of what "we" are doing wrong.  I think it's properly called a hydrological drought, in that the rivers, reservoirs and aquifers are low, even though there have been above-average rains downstream from the reservoirs.  One result has been that they have had to release a lot of water from the Highland Lakes upstream from Austin, to serve the lower Colorado in between floods.  Given that this area has always been prone to long dry spells in between deluges, you'd think they could manage the water better.  My place, on a small mesa jutting into the Hill Country, seems to get a bit more rain than most of the area.
