On a slightly lighter note, one of the troubles with terrorism is that
it is well-funded, and the decentralized structure makes the money hard
to track. But, one of the most effective ways to fight is to hit people
in their pocketbooks, so being able to disrupt the terrorist money flow
would be a big step in stopping them. Also, tracking the money flow
gives an idea of what's being planned ($40,000 for aircraft training...)
Broad Solution: get the best money people in the country with the most
experience in this field working for the government.
Details: Recruit money launderers (set a thief to catch a thief) with
amnesty for past crimes, including no questioning about past clients,
but they have to work only for the government for 3-10 years, term
determined by the government and possibly based on an assessment of the
severity of their crimes. How's that for rehabilitation?
