I finally got the car fixed. The tow truck guy wouldn't come into my driveway because it was too icy. He took the tow truck back to the shop and brought out the service truck. He crawled under the car and banged on something (starter, I later found out) until the car started. He followed me back to the shop and replaced the starter. He said it was possibly the original starter on a '93 car (she only takes it to that shop, and they hadn't replaced it in 10 years), so my mother got the full use of that starter.

Did you try to start in neutral? If the brake does not move at all then the
brake interlock is not working. One option would be to remove or disconnect
the brake switch(s) and manually activate them.
We had an Altima that acted similarly. It would not start in park but would
in Neutral. I disconnected what I thought was the safety switch and got it
to working again. I noticed the brake lights were not working and replaced
the brake light switch then reconnected the interlock. The interlock
stopped shifting into neutral until the brake was depressed, the brake light
switch allowed starting in park but had no affect in neutral.
