Common sense would tell us that they would not continue something that did not turn a profit in some manner. But, as you say, few people would work much to get back the low fee. So it could well be a scam. Still, much of their site appears legit.

To know for sure that number has not been assigned, one would have to call it.

I once had the fantasy that when I became wealthy I would spend most of my time and money helping injured people by going after bad apple companies. Sort of a modern Robin Hood. Nice fantasy until I realized that I was unwilling to do those things necessary to become that wealthy.
