This may take a while as it has been more than 20
years since I took Introduction to Urban Planning.
All my relevent books and class notes, if I kept them,
are packed away. I will let you know If I have
occassion to talk to some ex colleges or have a chance
to look for it on line.
My personal opinion based on observation and reading
is that this is probably true though I have never done
any work that involved or required that information.
