It snows almost every winter in San Diego County on My Palomar. Los Angles County gets snow in the mountains and desert.

If you look carefully at the map, I think the brown area covers almost all the west coast between Canada and Mexico and far inland, including Livermore, although it's hard to judge where state boundaries are. And if you look at the fine print, less than 2.5 cm for the whole month of July means less than 1/4 inch per week. The only point that matters anyway is that the hills here are as brown as Livermore.

I guess theoretical
discussions of people cope in dry areas are just beyond you. I'd never
leave the West Coast, and no one wants to freeze either.

If you look at this map you'll see that every place you go out west,
there's less than one inch of rain for all of July. That's one-quarter
the amount it takes to keep gardens and pastures green (generally
accepted to be about an inch per week).
