That is exactly correct, France has never been know to be particularly
forthcoming with all the details on safety violations and problems in their plants. They are in the position now of being completely reliant upon nuclear power because of their high percentage of use, and a major scandal closing plants would be devastating. They also could damage their technology sales to other countries if these facts became public knowlege.
