It does not affect them. If you reject the GPL, you wind up with rights
granted to you by copyright law, which would not permit you to distribute
copies at all. In other words, the purpose of the GPL is to grant you
_more_ rights than you would otherwise have.

In the case of the Sybase spec, the purpose is to restrict you to _fewer_
rights. Under copyright law, you would not have the right to distribute
a modified spec, but I don't think that an implementation of the spec
would be restricted. So, those who get the spec without agreeing to the
EULA _may_ be in the clear.
