That's why I was suggesting embed the year the work enters the public
domain into the license alphabet soup, such as CC-BY-NC-ND-YR2020

This means that anyone who grabs a copy of the work will have a copy of
the license and the license will contain which year the work enters CC-BY
status or Public Domain status or whatever status CC would decide would be
best.

In the above example, the work is CC-BY-NC-ND until Dec 31, 2019.
On Jan 1, 2020, and later, the work becomes CC-BY.
